Alert — A New CNDD-FDD Scheme Targeting Burundian Refugees Abroad

Warning! Warning!

This is a warning addressed to all Burundian refugees living abroad, particularly Burundian refugees residing in countries of the East African Community (EAC).

A new political and military movement, presented as being opposed to the CNDD-FDD government, has recently emerged. Its initiators claim that the movement originated in Kenya and was created by refugees. They also claim to represent refugees.

Following investigations conducted into this initiative, King Umurundi Freedom has decided to warn Burundian refugees living abroad.

The movement presents itself under the name FRB: Front Révolutionnaire Burundais. Its initiators also use the name INGABE, hence the name FRB-Ingabe.

They claim to have held a meeting in Nairobi, Kenya, from August 28 to 30, 2026, before signing what they describe as a declaration dated September 1, 2026.

According to information gathered by King Umurundi Freedom, this movement would not be a rebellion, contrary to how it was subsequently presented on social media. Likewise, its initiators would not be Burundian refugees living in EAC countries, contrary to their claims.

This movement would constitute a trap by the CNDD-FDD targeting Burundian refugees.

The Main Initiators

Among the initiators is Pacifique NDAYISABA, who resides in Australia. According to information gathered by our organization, he works closely with the CNDD-FDD. He is also one of the individuals who, for several days, have been actively promoting this movement on social media.

Pacifique NDAYISABA has also, for some time, targeted several human rights defenders living abroad. In particular, he attacks or insults individuals who publicly denounce abuses attributed to the CNDD-FDD.

Another person associated with Pacifique NDAYISABA in this initiative is his brother, who uses the pseudonym Amor Fati on X. His real name is Christian NDUWIMANA.

The two men are reportedly originally from Mukike/Mayuyu, in the former province of Bujumbura.

We will not address their past here. However, according to information gathered by King Umurundi Freedom, they are currently collaborating with the CNDD-FDD regime as part of this initiative aimed at deceiving or harming refugees.

Other individuals are also reportedly involved in this initiative, but we do not consider it necessary to name them at this stage.

They present themselves in their statements as opposed to the CNDD-FDD, but according to our information, this would be a deception.

The First Objective of FRB-Ingabe

According to investigations conducted by King Umurundi Freedom, the first objective of this movement would be to attract people after they have learned about the existence or resurgence of the RED-Tabara movement.

Our sources claim that within the CNDD-FDD, after observing that the RED-Tabara movement had reportedly regained strength, certain officials considered how to quickly establish another movement capable of attracting or misleading Burundians, in order to identify those who might be willing to oppose the regime.

The objective would therefore be to attract refugees to what would be presented to them as a new rebellion, before subsequently identifying and arresting them.

The Second Objective of FRB-Ingabe

According to the information gathered, the creation of this movement and the claim that it originated in Nairobi, Kenya, would also serve another strategy: to have Burundian refugees living in Kenya accused of creating a rebellion.

Such an accusation could facilitate a request by the government in Gitega to the authorities in Nairobi for measures to be taken against Burundian refugees living in Kenya, including their expulsion.

It should be recalled that the CNDD-FDD government continues to use various means to forcibly return Burundian refugees living in several countries to Burundi.

This strategy has notably facilitated the forced return of a significant number of refugees who were in Tanzania. However, it appears to be facing greater difficulties in other countries, particularly within the EAC.

According to information gathered from our sources, presenting Kenya as the birthplace of a Burundian rebellion would precisely be intended to expose Burundian refugees living in that country and facilitate possible measures against them.

This therefore raises a question:

If Pacifique NDAYISABA lives in Australia, how can he claim to have created a rebellion in Kenya?

Our Warning

It is in this context that we are publishing this message to warn every Burundian living abroad, particularly refugees, so that they are not attracted or trapped by this initiative presented under the name FRB-Ingabe. We also wish to alert the international community to this alleged trap by the Burundian government, in order to prevent any diplomatic instrumentalization against Burundian refugees.

We call on Burundian refugees to exercise vigilance and caution regarding any person or movement seeking to convince them to join or support this initiative.

According to information gathered by King Umurundi Freedom, this movement could constitute a mechanism intended to expose Burundian refugees to serious consequences.

We therefore call on every Burundian living abroad, wherever they may be, not to be attracted or trapped by this movement presented as a rebellion and which, according to our investigations, would be a CNDD-FDD scheme.
