Burundi – Misuse of Public Funds: Investigation Uncovers Suspected Fraud in a SANGWE Cooperative

Every year, billions of Burundian francs are allocated to SANGWE cooperatives—community-based initiatives launched by the ruling CNDD-FDD party to promote grassroots development. However, our investigation reveals that many of these funds are poorly monitored, creating fertile ground for misuse and embezzlement.

A striking case has emerged from Nyakabiga III, in the economic capital, Bujumbura. A local SANGWE cooperative reportedly spent 20 million Burundian francs to construct a public toilet facility. The project was intended to improve community sanitation but has failed to meet even basic expectations.

Photos obtained during our inquiry show a rudimentary structure, far from reflecting the reported investment. Even more troubling, the land used for construction allegedly belongs to the University of Burundi, which has since prohibited the use of the facility.

“It feels like we’ve been robbed. Even if you count the bricks and roofing sheets, it doesn’t add up. Look at the doors—just wooden planks,” said a frustrated cooperative member interviewed by King Umurundi Freedom.

Cooperative leaders insist they have proper authorization to build on the site, but their claims are met with growing skepticism from members, who are calling for accountability and transparency.

This case highlights a larger issue: the SANGWE funds are often disbursed without adequate oversight or auditing. Our organization calls for immediate reforms to ensure proper management and control of these public resources. Without transparency and independent monitoring, funds meant to fight poverty risk being diverted for private or political gain.
